{"id":618,"date":"2017-08-28T14:02:25","date_gmt":"2017-08-28T18:02:25","guid":{"rendered":"https:\/\/myleneriva.ca\/?page_id=618"},"modified":"2026-04-28T13:42:26","modified_gmt":"2026-04-28T17:42:26","slug":"energy-and-health","status":"publish","type":"page","link":"https:\/\/myleneriva.ca\/fr\/research\/energy-and-health\/","title":{"rendered":"\u00c9nergie &amp; sant\u00e9"},"content":{"rendered":"<h2>\n\t\t\t\u00c9nergie et sant\u00e9\t<\/h2>\n\t<p>Research projects under this theme relate to understanding how community conditions, such as levels of deprivation and inequality, urban-rural location, and housing conditions, influence peoples&#8217; health and well-being.<\/p>\n\t<h2><strong>PRISE &#8211; Pr\u00e9venir et R\u00e9duire la Pr\u00e9carit\u00e9 \u00c9nerg\u00e9tique au Quebec<\/strong><\/h2>\n<p><em>(2022-2025)<\/em><\/p>\n<p>Les Qu\u00e9b\u00e9cois profitent des tarifs d&#8217;\u00e9lectricit\u00e9 parmi les plus bas. N\u00e9anmoins, selon la mesure retenue, entre 9% et 16% des m\u00e9nages sont en pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique, une situation qui survient lorsqu&#8217;un m\u00e9nage n&#8217;a pas les moyens financiers ou l&#8217;acc\u00e8s \u00e0 des services \u00e9nerg\u00e9tiques r\u00e9sidentiels ad\u00e9quats (p.ex. chauffage, climatisation, \u00e9lectricit\u00e9, utilisation d&#8217;appareils m\u00e9nagers, etc.) pour maintenir une temp\u00e9rature ambiante confortable, r\u00e9pondre \u00e0 ses besoins et vivre dans la dignit\u00e9. Il existe d&#8217;importantes in\u00e9galit\u00e9s dans la distribution sociale et spatiale de la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique; y \u00eatre expos\u00e9 a des effets d\u00e9l\u00e9t\u00e8res sur la sant\u00e9 physique et mentale, le bien-\u00eatre, et l&#8217;inclusion sociale.\u00a0\u00a0<\/p>\n<p>Alors qu&#8217;elle est d&#8217;autant plus importante \u00e0 consid\u00e9rer dans le contexte de la transition \u00e9nerg\u00e9tique, la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique est largement absente des politiques \u00e9nerg\u00e9tiques et sociales, tant au Qu\u00e9bec qu&#8217;au Canada. Dans son engagement dans la lutte aux changements climatiques, le Qu\u00e9bec s&#8217;est dot\u00e9 d&#8217;un Plan directeur en transition, innovation et efficacit\u00e9 \u00e9nerg\u00e9tiques. Un des grands axes d&#8217;action vise le secteur r\u00e9sidentiel, avec l&#8217;objectif de stimuler et d&#8217;accompagner un vaste chantier de r\u00e9novation et de construction \u00e9co\u00e9nerg\u00e9tique des b\u00e2timents r\u00e9sidentiels. \u00c0 cette fin, diff\u00e9rents programmes ont d\u00e9j\u00e0 \u00e9t\u00e9 mis en place. Or, si leurs impacts sociaux et distributifs ne sont pas consid\u00e9r\u00e9s, il est possible que ces programmes et, de fa\u00e7on plus large, les initiatives pour favoriser la transition \u00e9nerg\u00e9tique, cr\u00e9ent ou exacerbent des iniquit\u00e9s et contribuent \u00e0 augmenter la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique.\u00a0\u00a0<\/p>\n<p>Afin d&#8217;am\u00e9liorer les connaissances sur la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique, d&#8217;anticiper les effets des initiatives la visant sur les in\u00e9galit\u00e9s sociales et de sant\u00e9, et de guider une transition \u00e9nerg\u00e9tique et climatique qui soit \u00e9quitable pour tous les Qu\u00e9b\u00e9cois, cette \u00e9tude poursuit quatre objectifs:\u00a0\u00a0<\/p>\n<ol>\n<li>Identifier les facteurs associ\u00e9s \u00e0 la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique et quantifier son effet sur la sant\u00e9 et le bien-\u00eatre\u00a0\u00a0\u00a0<\/li>\n<li>Comprendre l&#8217;exp\u00e9rience v\u00e9cue de la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique et les strat\u00e9gies d\u00e9ploy\u00e9es par les m\u00e9nages pour y faire face\u00a0\u00a0<\/li>\n<li>Analyser les initiatives qui visent la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique sous l&#8217;angle de la justice \u00e9nerg\u00e9tique\u00a0\u00a0\u00a0<\/li>\n<li>Identifier des actions qui pourraient contribuer de fa\u00e7on significative \u00e0 la pr\u00e9vention et \u00e0 la r\u00e9duction de la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique, en portant une attention particuli\u00e8re \u00e0 l&#8217;\u00e9quit\u00e9.\u00a0<\/li>\n<\/ol>\n<p>Diff\u00e9rentes sources de donn\u00e9es et m\u00e9thodes d&#8217;analyse seront combin\u00e9es pour r\u00e9aliser ces objectifs. Les r\u00e9sultats de cette \u00e9tude permettront d&#8217;appr\u00e9cier les causes, l&#8217;\u00e9tendue et l&#8217;exp\u00e9rience v\u00e9cue de la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique au Qu\u00e9bec et de ses effets socio-sanitaires pour diff\u00e9rents groupes de la population, et notamment pour les personnes et m\u00e9nages en situation de pauvret\u00e9 et d&#8217;exclusion sociale. Ils permettront aussi de soutenir les d\u00e9cideurs du Qu\u00e9bec dans l&#8217;orientation des politiques et programmes d&#8217;actions sur les changements climatiques et la transition \u00e9nerg\u00e9tique, avec un accent mis sur les actions destin\u00e9es \u00e0 am\u00e9liorer l&#8217;efficacit\u00e9 \u00e9nerg\u00e9tique des logements et r\u00e9duire le fardeau des co\u00fbts \u00e9nerg\u00e9tiques pour les m\u00e9nages.\u00a0\u00a0<\/p>\n<h4><b>\u00c9quipe de recherche\u202f<\/b><\/h4>\n<p>L&#8217;\u00e9tude PRISE est dirig\u00e9e par Myl\u00e8ne Riva, professeure agr\u00e9g\u00e9e au D\u00e9partement de G\u00e9ographie de l&#8217;Universit\u00e9 McGill et titulaire de la Chaire de recherche du Canada sur le Logement, la communaut\u00e9 et la sant\u00e9, avec la contribution de Prof. S\u00e9bastien Breau (G\u00e9ographie, Universit\u00e9 McGill), Prof. Caroline Adam (Techniques de Travail social, C\u00e9gep du Vieux-Montr\u00e9al), et Prof. Runa R. Das (College of Interdisciplinary Studies, Royal Roads University). L&#8217;\u00e9tude PRISE est r\u00e9alis\u00e9e en collaboration avec Isabelle Thibeault et \u00c9milie Laurin-Dansereau des ACEFs du Sud-Ouest et de Nord de Montr\u00e9al. La coordination de l&#8217;\u00e9tude est assur\u00e9e par Sophie Kutuka, professionnelle de recherche au D\u00e9partement de G\u00e9ographie de McGill. \u00a0<\/p>\n<h4><b>Financement\u202f<\/b><\/h4>\n<p>L&#8217;\u00e9tude PRISE est financ\u00e9e par les Fonds de Recherche du Qu\u00e9bec &#8211; Soci\u00e9t\u00e9 et Culture dans le cadre des Actions concert\u00e9es &#8211; Programme de recherche sur la pauvret\u00e9 et l&#8217;exclusion sociale &#8211; Phase 5, et par le I+P Partnership Program de l&#8217;Universit\u00e9 McGill.\u00a0\u00a0<\/p>\n<hr \/>\n<h2><strong>Bridgewater Energy Security (BridgES)<\/strong><\/h2>\n<p><em>(2022-2025)<\/em><\/p>\n<p>In Canada, depending on the measure, 8% to 19% of households are in energy poverty, a situation where households are unable to access or afford adequate energy services at home to meet their needs and maintain healthy indoor temperatures. In Atlantic Canada, over 30% of households are energy-poor. Energy poverty is a risk factor for cardiovascular and respiratory diseases, can exacerbate certain chronic conditions, and has been associated with poorer mental health, increased stress, and limited participation in society. Interventions to curb energy poverty, such as those targeting residential energy efficiency, have been shown to improve a range of health outcomes in varied population groups. Yet, most of the intervention research related to energy poverty has taken place abroad, and most often in European countries with mild climates. Canadian interventions have yet to be assessed for their health impacts and scalability.\u00a0\u00a0<\/p>\n<p>In Nova Scotia, the Town of Bridgewater is tackling energy poverty head-on. The Town won the $5M prize from Infrastructure Canada&#8217;s Smart Cities Challenge to implement <i>Energize Bridgewater<\/i>, a community-wide program designed to reduce energy poverty in the community by 20% in 5 years, and by 62% in 10 years. <i>Energize Bridgewater<\/i> takes a &#8216;whole system&#8217;, implementing various components to tackle energy poverty across household and community scales: i) residential energy efficiency improvements; ii) coordinated access services and support programs for households living in energy poverty; iii) improvements in the offer of public transportation to offset the costs of private transportation; and iv) community outreach on energy-related issues. <i>Energize Bridgewater<\/i> has the potential to reduce energy poverty and improve health for the community as a whole and for households enrolled in specific components. The full programmatic implementation of the <i>Energize Bridgewater<\/i> started in the Fall of 2022.\u00a0\u00a0<\/p>\n<h4><b>Objectif et questions de recherche<\/b><\/h4>\n<p>The objective of BridgES (<b>Bridg<\/b>ewater <b>E<\/b>nergy <b>S<\/b>ecurity) is to provide a thorough assessment of the health impacts of <i>Energize Bridgewater<\/i>au niveau de la communaut\u00e9 et de l'individu. BridgES vise \u00e0 r\u00e9pondre aux questions suivantes <b>questions de recherche<\/b><b>:<\/b>\u00a0<\/p>\n<ol>\n<li> Quelle est la proportion de la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique en Bridgewater avant la mise en \u0153uvre de <i>Energize Bridgewater<\/i>? Quel est le lien entre la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique et la sant\u00e9 de la communaut\u00e9 ? Y a-t-il des changements au cours du temps dans la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique et les r\u00e9sultats en mati\u00e8re de sant\u00e9 au niveau de la communaut\u00e9 ? <\/li>\n<li>Est-ce que la participation en <i>Energize Bridgewater<\/i> est associ\u00e9e \u00e0 des am\u00e9liorations de la sant\u00e9 ? Si oui, comment, pour qui et dans quelles conditions ? <\/li>\n<li>Quel est le potentiel de <i>Energize Bridgewater<\/i> soit mise en \u0153uvre dans d'autres communaut\u00e9s ?\u00a0\u00a0<\/li>\n<\/ol>\n<h4><b>M\u00e9thodes<\/b><\/h4>\n<p>BridgES est une \u00e9tude \u00e0 m\u00e9thodes mixtes, men\u00e9e en collaboration avec la ville de Bridgewater et Public Health Western Zone, Nova Scotia Health Authority. Son approche m\u00e9thodologique combine 1) des donn\u00e9es quantitatives issues d'une enqu\u00eate men\u00e9e \u00e0 l'\u00e9chelle de la communaut\u00e9 avant la mise en \u0153uvre de <i>Energize Bridgewater<\/i> (May 2022) and at three-year follow-up (March 2025); 2) longitudinal survey and in-depth interview data collected from households receiving the housing energy efficiency improvements and\/or enrolled in the coordinated access system, with follow-up at 12 and 24 months; and 3) analysis of the context of implementation of <i>Energize Bridgewater<\/i> et des entretiens avec les parties prenantes afin d'\u00e9valuer son potentiel de diffusion dans d'autres communaut\u00e9s.\u00a0\u00a0\u00a0<\/p>\n<h4><b>Impact attendu<\/b><\/h4>\n<p>Compte tenu de la forte pr\u00e9valence de la pr\u00e9carit\u00e9 \u00e9nerg\u00e9tique au Canada, l'am\u00e9lioration de la s\u00e9curit\u00e9 \u00e9nerg\u00e9tique devrait \u00eatre une pr\u00e9occupation dans la conception de communaut\u00e9s saines, \u00e9quitables et durables.
